Rewrite the ZEO/start.py script
There are two separate issues here, but since they both require a pretty complete rewrite of this code, I'll tackle them together.
First, the start script is poorly written. I'll rewrite it in a fashion that makes it more robust, and also makes sharing easier -- there is other software (ZRS/Standby) that essentially has a copy of the start script that could benefit from the rewrite and then would subclass this code.
Second, the start script needs to use ZConfig?. This depends on the task ZConfigForZODB (Jeremy and Shane).
Third, I'll remove all references to zdaemon. This will be replaced by the task BetterDaemonSupport.
