These pages duplicate http://zope.org/Products/Zope3 , and could be a candidate for deletion. What value might they still provide, and does it justify their existence ?
- A place to collaboratively draft the release notes
- Easy overview of release history and release notes without having to leave the wiki and dig into tarballs

No, they don't. They are the canonical URL to the release notes. They point to the download location such as http://zope.org/Products/Zope3.

I would advice against renaming, since these URLs? have been widely published.

Actually, the five most recent release notes (linked on this page) point directly to zope.org and don't mention this page at all. (I just did the same thing on the wiki front page as it was quite a chore to get to something you could download.)
So I'm still of the opinion that nothing important points to this page and it can safely be renamed to reflect its true purpose, keeping a redirect page at the original uri just in case..
